Wales to launch tender for waste treatment facility project in Rhondda Cynon Taf County

Rhondda Cynon Taf County Borough Council, acting as lead authority on behalf of ‘Dyfodol Gwyrdd Glân’ meaning ‘Clean Green Future’ a partnership of Welsh local authorities in collaboration with the Welsh Government, is set to launch a tender for the development and delivery of an affordable sustainable solution for the long-term treatment/recycling of absorbent hygiene product (AHP) waste.

Dyfodol Gwyrdd Glân is seeking to procure a contractor(s) to design, build, fund, operate, and maintain an absorbent hygiene product (AHP) waste treatment/recycling solution for all Wales. 

As part of the project, two reference sites have been identified as potential sites to build and operate a treatment facility or facilities, they are: Bryn Pica — South Wales and Waen — North Wales.

The full solution is anticipated to be procured in two separate phases:

  • Procurement for a contractor to design, build, fund, operate and maintain an AHP treatment solution for all Wales;
  • Procurement of a contractor(s) to provide a haulage solution from participating local authorities to the AHP treatment solution following Phase I.

A contract will be procured for the long-term (provisionally envisaged to be 15-years, with possible extensions) treatment/recycling solution for separately collected AHP waste from local authorities across Wales.
