The District Department of Transportation (DDOT) of Washington DC is preparing to issue a Request for Qualifications (RFQ) for two important Megaprojects-an Integrated Premium Transit System and the South Capitol Street Corridor- in June 2013.

"Both projects are critical components in DDOT's efforts to create a world-class transportation network for residents and visitors in our Nation's capital," commented Terry Bellamy, DDOT Director. "Issuing RFQs for these projects is an important step in moving these projects and their important benefits from concept to reality."

Integrated Premium Transit System

The RFQ will involve delivery of an Integrated Premium Transit System via a public-private partnership. The system will be comprised of:

• An urban streetcar system (DC Streetcar) under a design, build, finance, operate and maintain (DBFOM) framework; and
• Operation and Maintenance services for a Premium non"regional bus system within the District, including the provision of buses storage and maintenance facilities.

South Capitol Street Corridor Project

The South Capitol Street RFQ will be to provide design-build services for project Segments 1 and 2, estimated to cost a total of $600 million. The project segments include the following:

• Segment 1:  Replace the Frederick Douglass Memorial Bridge and construct traffic ovals on either end
• Segment 2:  Reconstruct the Suitland Parkway/Interstate-295 Interchange.

When issued, both RFQs will be posted at ddot.dc.gov/procurement. Procurement for both projects will be a two-step process. In Step One, contracting teams must submit a Statement of Qualifications (SOQs) as outlined in the respective project RFQ. Both projects plan to hold pre-SOQ information meetings. In Step Two, DDOT will short-list up to four teams to comment on a draft Request for Proposals (RFP) and later receive a final Request for Proposals (RFP).
