Colombia awards contract to private proposer

The government of Colombia, through the National Infrastructure Agency (ANI), has awarded the Antioquia - Bolívar road public private partnership (PPP) project to El Condor S.A.

The project, which was derived from an unsolicited proposals submitted by the preferred bidder, was approved by the ANI in May this year. El Condor S.A. has been the only bidder in the tender process as there were not competitive bidders.

The fimr will be responsible for the construction, upgrade, and maintenance of a 491 km road. Specifically the project includes:

  • the construction of a new 111 km road,
  • the upgrade of a 226 km road, and
  • the maintenance of these two stretches plus an additional 154 km road stretch.

The total project investment will be about P1.13 billion (US$372.2 million).

The new road is expected to be operational in 2020 after an estimated 5 year construction period.

This year, El Condor S.A. won the tender process for its unsolicited proposal for the  Cesar - La Guajira road PPP project. The firm will be responsible for the design, upgrade, build, operation and maintenance of the 350.3 km road.

These two cases are similar to the Malla Vial del Meta PPP project, which was awarded by the ANI to the firm that submitted an unsolicited proposal, Grupo Odinsa S.A., after no competitive bids were received.
