The Agencia de Promoción de la Inversión Privada (PROINVERSIÓN), in coordination with the private firm Ortiz Construcciones y Proyectos S.A., Sucursal del Perú, is advancing toward signing the concession contract to operate and maintain the Hospital de Emergencias Villa El Salvador (HEVES) in Lima Sur, Peru.
The project will deliver specialized hospital services to nearly one million residents of southern Lima, including Villa El Salvador, Lurín, Pachacamac, Pucusana, and five coastal districts. The Peruvian government will deploy a dedicated oversight team to ensure full compliance with the service standards committed by the concessionaire, covering essential non-clinical services such as laundry, food provision, security, cleaning, comprehensive facility maintenance, and the continuous availability and proper functioning of hospital equipment—critical to ensuring timely, safe, and high-quality healthcare delivery.
In this context, PROINVERSIÓN has invited nine prequalified firms to take part in the selection process for the supervision of the Public-Private Partnership (PPP) contract. The shortlisted bidders are scheduled to submit their technical and financial proposals in the first week of February 2026, with the contract award targeted for the second week of the month. Following the award, the supervision agreement will be executed, paving the way for the simultaneous commencement of both the supervision and PPP contracts in March 2026, with Ortiz Construcciones y Proyectos S.A. serving as the concessionaire. This arrangement is intended to ensure effective project implementation and the long-term sustainability of the investment supporting the operation of HEVES over the next 16 years. The concession enhances the hospital’s operational capacity without impacting the provision of free services or direct medical care, which will continue to be the exclusive responsibility of the Ministry of Health (MINSA).
