Egypt Prequalifies Seven Consortia for Airport PPP Tender

Egypt’s Ministry of Civil Aviation has prequalified seven consortia to participate in the PPP tender for the management, operation and development of Hurghada International Airport in Hurghada, Egypt. 

The ministry stated that 10 consortia submitted bids for the tender, with seven qualifying for the next stage following a review by the specialized evaluation committee. The committee assessed the submitted applications and supporting documents against the eligibility and evaluation requirements outlined in the request for qualifications (RFQ).

The project supports the government’s efforts to strengthen Egypt’s civil aviation sector, improve passenger services and enhance the overall travel experience. Through the PPP, the state aims to maximize value from the airport while leveraging private-sector technical and managerial expertise, without transferring state ownership or sovereignty over the airport’s assets.

The project is being supported by the International Finance Corporation (IFC), which is providing technical and advisory assistance to Egypt in structuring and implementing the PPP. The Hurghada airport tender forms part of Egypt’s wider strategy to increase private-sector participation in the management and development of its airport infrastructure.
