Five teams shortlisted for Kabd waste PPP in Kuwait

The Kuwait Authority for Partnership Projects (KAPP) in collaboration with Kuwait Municipality (KM) has shortlisted five teams for the Kabd Municipal Solid Waste Project.

The shortlisted groups are the following:

  • Constructions Industrielles de La Méditerranée (CNIM), Gulf Investment Corporation (GIC), Al Mulla Group;
  • EVN Umweltholding und Betriebs GmbH, International Financial Advisors (IFA), KCC Engineering & Contracting Co. (KCCEC), Steinmuller Babcock Environment GmbH (SBE);
  • FCC Medio Ambiente S.A., International Company for Water and Power Projects (ACWA Power), Beatona, Fouad Alghanim and Sons General Trading and Contracting Company (FASGTC).

The new facility will be located in the Kabd area in a distance of approx. 35 km from Kuwait City with an area of 500,000 m². It will have capacityto treat approximately 3,275 tonnes per day of municipal solid waste using a waste to energy technology to generate electricity. Recovery of remaining slag and flue gas will be disposed into separate sanitary landfills on the site.

The project will be developed on a design, build, finance, operate and transfer (DBFOT) basis. The concession period will be 25 years plus 4 years for construction.

The preferred bidder will be required to ensure the facility is available for use and to accept and treat waste transported to the facility. In return, it will receive an availability payment from the government. In addition, an electricity offtake agreement will be entered into between the preferred bidder and the government.
