Market consultation notice Issued for Hospital PPP Project in Ukraine

The Municipality of Lviv/the Lviv City Council has issued a market consultation notice as it plans to undertake a Public Private Partnership (“PPP”) project for the financing, designing, construction and maintenance of a greenfield 220-bed surgical hospital as part of the UNBROKEN Rehabilitation Ecosystem (the “Project”) in Ukraine. The Project is planned for implementation as a Hybrid PPP, with a combination of donor funding, public and private financing. 

To assist with the selection of a private partner, the City retained the International Finance Corporation (IFC), a member of the World Bank Group, as its lead advisor. Specialised consultants for the Project include Deloitte LLC, ABMK Ukraine, Ukraine Healthcare Center (UHC) and others. The City intends to organise the preparation and tendering of the Project through a competitive selection of a private partner, in accordance with Ukrainian law and best international practices. The tender procedure is expected to be conducted in two stages. In the first stage, private investors will be required to submit prequalification applications and qualification and selection documents. In the second stage, prequalified candidates/​bidders will submit technical and financial proposals. The tender process is expected to be launched in early 2026.
