Stroygazconsulting has been selected as the preferred bidder for the construction of the first section of the Central Ring Road (TSKAD) PPP project in Moscow.

According to the assessment and bids, Stroygazconsulting got 73 points out of 100 possible. The firm beat out competition from two other companies: ARKS investment and financial construction corporation, which scored less points and ZAO CROCUS INTERNATIONAL which didn't comply with the requirements of the tender documents.

The road project involves the construction, modernization and maintenance of TSKAD. The contract agreement will be valid during a period of 23 years. 

The total investment is estimated at RUB48.883 billion (US$1.39 billion), the amount of annual basic operational payments is RUB5.838 billion (US$166 million).

Sergey Potapov, vice-president of Stroygazconsulting, stated:

Our proposal was fairly better, and we are fully satisfied with the tender results. Stroygazconsulting has the unique experience in this sphere. For example, our company is the participant of the first Russian transport project realized as the state-private cooperation. Our subsidiaries constructed the New exit onto MKAD from the M1 Federal Highway with the appliance of the state-of-the-art technologies. We have got enough employees and vehicles to construct the TSKAD section according to the terms of tender documents.

The first section from km 96 to km 146 of the Central Ring Road, which has a total length of 49.5 km, will correspond to the IA highway and run through the Domodedovo area, the Podolsk district (Moscow Region), the Troitskiy administrative area of Moscow and Naro-Fominsky district of the Moscow Region.

The four-lane road PPP project also involves the development of railway crossings and traffic interchanges. A total of four traffic interchanges, three trestles, twenty-four overpasses and 14 bridges will be constructed at this first section.
