Minas Gerais waste PPP project receives no bids

Brazil's Minas Gerais received no bids for the administrative concession involving treatment of solid waste in Metropolitan Region of Belo Horizonte.

The deadline for submissions of proposals was November 27th.

Interested companies submitted more than 30 questions and objections to the process, but all were rejected by the bidding committee.

The following companies challenged the process: the Brazilian Association of Public Cleaning (ABRELPE), Foxx Inova Ambiental S.A., Lara Central de Tratamento de Resíduos, Proactiva Meio Ambiente Brasil Ltda. and Enob Engenharia Ambiental Ltda..

The project had been split in two packages. The estimated values of public-private partnership contracts, which included 47 municipalities, were the following:

  • Package 1: Estimated total value of the contract of R$ 1,087 million (US$509 million)
  • Package 2:  Estimated total value of the contract of R$ 1,115 million  (US$523 million)
The concession period was 30 years.
