Preferred Bidders announced for Water Transmission Pipeline Project in Saudi Arabia

Saudi Water Partnership Company (SWPC) announces the Preferred and Reserve bidders and their Levelized Water Transmission Costs for Riyadh–Qassim Independent Water Transmission Pipeline (IWTP) Project.

The list of bidders that submitted proposals included: 

  • Vision International Investment Company, selected as the Preferred bidder, has submitted the Levelized Cost of SAR 2,627 per cu.m.
  • Consortium of Lamar Holding, Etihad Water and Electricity Company, and Shaanxi Construction Engineering Group Corporation Limited selected as Reserve bidder. The consortium has submitted the Levelized Cost of SAR 3,262 per cu.m.
  • Consortium of Al Jomaih Energy and Water Co. Ltd, Alkhorayef Water and Power Technologies, Al Bawani Capital Company, and Buhur for Investment Company also submitted their bid. The consortium has submitted the Levelized Cost of SAR 3,324 per cu.m.

The pipeline will have a transmission capacity of 685,000 m3/day and a length of 859 km, featuring the bi-directional flow in line with the Ministry of Environment, Water and Agriculture’s plans to interconnect regions across the Kingdom and ensure a reliable and sustainable water supply. The project also includes 6 strategic storage tanks in Riyadh with a total capacity of 1,020,000 cubic meters, in addition to 32 operational tanks along the pipeline route with a total capacity of 571,000 cubic meters. The project will integrate solar power solutions to reduce carbon emissions while relying on the grid. The project will be developed under a Build, Own, Operate, and Transfer (BOOT) model for 35 years from the commercial operation, which is expected to commence in Q1 of 2030.
