PT Sarana seeks Transaction advisor for Jakarta airport link

The Indonesian government through the PT Sarana Multi Infrastruktur (SMI) issued a request for expression of interest (RFEOI) to hire a transaction advisor for the Jakarta airport rail Link PPP project.

The project will link Soekarno-Hatta International Airport and Halim Perdanakusuma Airport in East Jakarta. 

The project will involve the design, build, finance, operation and maintenance of the new rail line. In addition the preferred bidder will have to procure the rolling stock.

The total project investment is estimated at Rp27 trillion (US$2.3 billion).

The transaction advisor is to assist the Ministry of Transportation (MOT) in providing the necessary commercial, legal and technical advisory support for the procurement of a private partner in accordance with the national PPP regulations.

The scope of transaction advisor includes the following:

  • preparing the transaction document of the project;
  • updating the pre-feasibility study of the project;
  • assist the MOT for approval and administration of the bidding process;
  • assisting the MOT in the evaluation of bids demonstrating the value for money;
  • assisting the MOT in final negotiations with the preferred bidder (including preparing the PPP agreement negotiations and PPP agreement negotiation plan);
  • assisting the MOT with all functions related to signing the final agreement through to financial close.

The contract will have a minimum period of 18 month.

Expressions of interest were delivered on 24 October 2014.

The Soekarno-Hatta Airport (SHIA), which serves Jakarta, is the world's 9th busiest and the third busiest airport in Asia by trade body Airports Council International. SHIA moves more passengers than Dubai, New York-JFK, Singapore or Hong Kongand. In 2013, SHIA handled a total of 62.1 million passengers, a 3.7 percentage point growth from the previous year (60 million).
