RFP closed for Brockville Hospital Redevelopment Project

The request for proposals (RFP) stage has closed for prequalified companies to submit bids to build and finance the Brockville General Hospital redevelopment project in Ontario, Canada.

Following a request for qualifications process that began in June 2015, prequalified bidders were invited to respond to the RFP issued in May 2017. Four companies have submitted bids:

  • EllisDon Corporation
  • M. Sullivan and Son, Ltd.
  • PCL Constructors Canada, Inc.
  • Pomerleau Inc.

Walsh Canada was also shortlisted for the project but it have not submitted a proposal.

Infrastructure Ontario and Brockville General Hospital will now evaluate the proposals, select a preferred bidder and then negotiate a final contract. A fairness monitor will oversee the entire process. The successful bidder is expected to be announced in early 2018 and construction is scheduled to begin shortly thereafter.

The project will consolidate programs and services currently offered at the Hospital’s Garden and Charles Street sites to a single campus at the Charles Street site. The project involves a combination of new construction and renovations, including a new four-storey tower that will accommodate:

  • 29 mental health beds
  • 32 complex continuing care and palliative care beds
  • 32 inpatient rehabilitation and restorative care beds
  • support services such as food service and environmental services and facilities.

At the completion of the project, the Hospital will increase capacity by 22 beds.

IO and the Ministry of Health and Long-Term Care are working with Brockville General Hospital to redevelop the facility, which will be publicly owned, controlled and accountable.
