The Government of Uzbekistan signed a PPP agreement with a consortium comprising Vision Invest, Sojitz Corporation, Incheon International Airport Corporation, and Uzbekistan Airports for the development of a new international airport in the Tashkent region of Uzbekistan.
The project consortium is owned by Vision Invest (45%), Sojitz Corporation (30%), Incheon International Airport Corporation (15%), and Uzbekistan Airports (10%). The new airport will be developed across 1,310 hectares in the Urtachirchik and Kuyichirchik districts of the Tashkent region. Construction is scheduled to take place between 2026 and 2030, after which the facility will be operated by the private partners under a 35-year concession, extending to around 2065.
Phase I of the project includes the development of two 4-km runways, a passenger terminal spanning 208,000 square metres, 98 aircraft parking bays, a fuel storage and supply complex, and an air traffic control tower. Under the PPP arrangement, the private consortium will operate and maintain the passenger terminal and surrounding forecourt area, as well as undertake future expansion works. Responsibility for developing and managing the airfield infrastructure will remain with the government.
Once fully operational, the new airport is expected to process up to 20 million passengers and 129,000 tonnes of cargo annually, support as many as 30 aircraft movements per hour, and accommodate 62 aircraft at the same time. Over the longer term, the passenger terminal—projected to be four times larger than the current facility—could handle up to 46 million passengers each year. The master plan also includes the installation of more than 40 passenger boarding bridges and the development of 160 aircraft parking stands. The new airport will be connected to major transport routes, including the Tashkent–Samarkand, Tashkent–Andijan and Tashkent–Bostonliq toll highways. A railway station for high-speed trains will be built within the complex, and shuttle services will operate between Tashkent and the new airport site. Preparatory work for the project is already underway. Relocation of utility networks is expected to begin by the end of June 2026.
