The government of Lithuania has announced a tender process through a PPP project to relocate four courthouses -The Supreme Court of Lithuania, The Court of Appeal of Lithuania and The Vilnius Regional Court- into one building.

The project will include the design, construction, financing and operation of the new infrastructure for 20 years. The building will have a total area of 15,000 squared meters, 32 courtrooms and 400 parking lots.

The concessionaire will be responsible for the following services during the life of the contract: facilities management, catering, security, cleaning, ICT support and parking management.

The project cost is estimated at €21 million (US$28.8 million). The concessionaire will get paid with payments based on availability and performance.

National Courts Administration (NCA) has planned a two-stage process with a final competitive dialogue to select the winning bidder. The process is expected to last between 15 and 21 months.

The most economically advantageous tender will be calculated through three weighting variables, value of the contract (50%), technical effectiveness (30%), and facilities management and operation (20%)
