The Government of São Paulo confirmed the MEZ-RZK Novo Centro consortium as the winner of the public-private partnership (PPP) to build and operate the new administrative center in São Paulo's Campos Elíseos district.
Approval is the phase in which the State Government verifies the legality and compliance of the bidding process and formally ratifies the auction outcome. Following the completion of this stage, the project advances to the award phase, during which the winning consortium is officially appointed to execute the project. The next step involves signing the contract between the State and the concessionaire responsible for developing and operating the complex. The agreement will define each party’s obligations, performance standards, and procedures for monitoring and oversight of the concession.
With projected investments of R$6 billion (US$1.2 billion), the New Administrative Center was structured under the State Investment Partnerships Program (PPI), led by the Secretariat for Investment Partnerships (SPI). The project follows the governance framework used in the State’s concessions program, aimed at providing legal security, operational predictability, and institutional stability throughout its implementation.
Oversight of the contract will be carried out by the São Paulo State Public Services Regulatory Agency (Arsesp).
