The State Properties General Authority (SPGA) and the National Center for Privatization (NCP) & PPP have announced the names of 59 companies that have expressed interest in the " Quality Valley" Project, including 53 Saudi companies and 6 international companies.
The Project aims to develop the headquarters site of the Saudi Standards, Metrology and Quality Organization (SASO), located in Al-Muhammadiyah District in Riyadh, into a mixed-use masterplan development, designed to meet government demand for office space and operational services. The project will be implemented under a Design-Build-Finance-Operate-Maintain-Transfer (DBFOMT) structure. Under this model, a private sector consortium will be responsible not only for constructing the project but also for financing, operating, and maintaining it over a long concession period before transferring it back to the government authority. Reports indicate that the contract period will extend for approximately 35 years, including the construction phase.
