ACCIONA, together with partner Aberdeen Investments as part of the Northway Consortium, has reached financial close with NZ Transport Agency Waka Kotahi (NZTA) for the Warkworth to Te Hana section of the Northland Expressway. The milestone completes the procurement process for what is New Zealand's largest public-private partnership (PPP) infrastructure project, with an overall net present value of approximately NZ$3.649 billion (US$2.13 billion) over its 32-year construction and operating period, including around NZ$3 billion (US$1.75 billion) allocated for the design and construction of the motorway.
The project marks a significant step in delivering the Northland Corridor, a major transport initiative aimed at providing a safer, more resilient and efficient road connection between Auckland and Northland. The new expressway is expected to improve freight movement, reduce travel times, enhance transport reliability and support long-term regional economic growth by strengthening connectivity for businesses and communities.
Under the long-term concession agreement, the Northway Consortium will finance, deliver, operate and maintain the project on behalf of NZTA. ACCIONA will be responsible for the design, construction, operation and maintenance of the motorway, undertaking key works including major earthworks, tunnelling, civil engineering and transport systems using its in-house capabilities. The project builds on ACCIONA's existing presence in New Zealand, following its delivery and ongoing maintenance of the Pūhoi to Warkworth motorway and its work on the Eastern Busway project.
According to ACCIONA, financial close reflects the company's long-term commitment to investing in New Zealand's infrastructure sector and confidence in the strategic importance of the Northland transport corridor. Construction is expected to begin following detailed design and site mobilisation, with the expressway ultimately providing lasting economic, safety and connectivity benefits while supporting future growth across the region.
