Armenia is preparing to launch a new biometric passport and national ID card system in autumn 2026, as part of a broader modernization of its identity and border-management infrastructure. The new system is being implemented through a public-private partnership (PPP), with HAYPASS responsible for establishing and operating the infrastructure.

The project was awarded to HAYPASS CJSC, a consortium involving French identity-technology company IDEMIA and Armenia’s A.C.I. Technology. An agreement was signed in April 2025 for the implementation of the new biometric passport and ID-card system. The system is expected to operate under an 11-year contract, while the Armenian Ministry of Internal Affairs will retain regulatory responsibility. The project involves the development of new infrastructure for the issuance and management of biometric passports and ID cards, including biometric data collection facilities and an expanded service network. The documents will comply with ICAO 9303 international standards and incorporate enhanced security features, including embedded contactless chips containing biometric information.

The new passports are expected to be issued from autumn 2026. The government has completed the passport design and is preparing production, with the new documents featuring a red cover and design elements reflecting Armenia's history, culture and national identity. The programme also supports Armenia's efforts to align its identity and border-management systems with European Union requirements, particularly in connection with the country's Visa Liberalisation Action Plan. Automated and contactless border-crossing systems are also planned to facilitate faster processing and improve interoperability with modern international border-control systems.
