Bid Bulletin No. 5, issued by the Pre-qualification, Bids and Awards Committee for the Subic International Airport Project under the Subic Bay Metropolitan Authority, provides the official notice for the Pre-Bid Conference. The conference remains scheduled for September 14, 2026, from 1:00 P.M. to 3:00 P.M., and will be held at the Procurement Department Conference Room, Room 201, Building 255, Barryman Road, Central Business District, 2222 Subic Bay Freeport Zone.
Prospective Challengers who have not yet paid the Participation Fee may attend the Pre-Bid Conference solely as observers. To do so, they must submit a formal request letter by email to pbac@sbma.com no later than 11:00 A.M. on September 14, 2026. The letter must clearly state the intent to observe, list the names and positions of the authorized representatives, and specify the mode of attendance—whether in-person, online, or hybrid. Each Prospective Challenger is limited to a maximum of three authorized representatives regardless of attendance mode. Those attending online must also provide the email addresses to which the meeting invitation should be sent.
Representatives attending as observers are restricted to silent observation only. They are not permitted to ask questions, seek clarifications, offer comments, intervene, or participate in any way in the proceedings. The entire conference will be recorded, and attendance implies consent to this recording. The Committee reserves the right to remove any attendee, whether present in person or online, who causes disruption or fails to follow the stated instructions or any additional rules communicated during the event. Importantly, attending as an observer does not count as payment of the Participation Fee and does not satisfy any formal requirements for taking part in the comparative challenge process. All attendees must also be prepared to sign a Non-Disclosure and Confidentiality Undertaking before joining the conference; a draft of this document is provided as Annex A.
Subject to payment of the Participation Fee, Prospective Challengers may later request a site visit if needed, along with a meeting with the airport management team, or a one-on-one meeting if required, in accordance with Item 1.3 of the Instructions to Challengers.
