Brazil launches open call for public-private partnership projects in the public lighting sector

Secretariat of the Investment Partnership Program - PPI has initiated open call for public-private partnership projects in the public lighting sector through FEP-Caixa.

In the public lighting sector in Brazil, there is great potential for investments and technological improvements. Municipal public lighting (IP) parks, made up of over 18 million light points, already account for 4% of the country's total energy consumption. In most municipalities, the sector accounts for the second-largest budget item, only lower than payroll spending. Recent technological innovations make it possible to rapidly improve this picture. LED lamps combined with intelligent management and control systems, for example, could reduce the energy consumption of IP systems by up to 80%.

The public call process is being coordinated by SPPI and the Ministry of Regional Development and will be operationalized by Caixa Econômica Federal, to select proposals from municipalities and inter-municipal public consortia, which benefit more than 100,000 inhabitants. The purpose of the support from the EFF is to finance the structuring and development of public-private partnership projects, through the hiring of consultants for the development of studies and the technical advice to be provided by CAIXA from the preliminary studies to the signing of the partnership agreement.

Through the EFF, and with cooperation with the Inter-American Development Bank - IDB, World Bank, IFC and French Development Agency - AFD, the Federal Government is supporting the structuring of 29 concession and PPP projects, which benefit 50 municipalities in all of them. regions of the country, in the urban solid waste, sewage and public lighting sectors. Contracts with future concessionaires are expected to be signed between 2020 and 2021.

The announcement and the electronic form for registration of proposals will be available at http://www.concessoes.caixa.gov.br, from January 6. Interested parties may submit proposals on the site until March 6, 2020

The result of the selection will be announced by April 30, 2020.
