The California state university requested statement of qualification (SOQ) for replacement of central utility plant PPP project. Purpose of SOQ is to demonstrate technical, financial and management capacity required to execute the project.

The university will evaluate the responses to identify entity most qualified to successfully deliver the project. Evaluation will be done with criteria specified in RFQ.

Evaluation process is two phase selection procedure. Shortlisted Respondents from SOQ will subsequently be invited to submit proposals for the Agreement, in accordance with a Request for Proposal.
