Canada prepares tender process for Quebec City-Toronto Corridor PPP

The Government of Canada has started preparations for the procurement process to build a new train service in the Toronto to Quebec City Corridor. The project involves the development of a high-frequency rail from Toronto to Quebec, which includes building dedicated passenger rail tracks. The new railway is expected to reduce average travel times, provide reliable on-time arrival performance and secure more direct routes with improved connectivity. 

The tender's preparation includes the following steps:

  • Engaging Indigenous groups and communities to obtain feedback on the project;
  • Engaging with the private sector to determine capacity, and seek perspectives on the best possible delivery model. The Government of Canada plans to finalize the delivery model and launch the process to select a private partner in the autumn;
  • Accelerating dialogue with partner railways to negotiate dedicated routes in and out of city centers.

The request for proposal (RFP) for the procurement process is expected to launch in autumn 2021. The High Frequency Rail would be the largest infrastructure project in Canada's transport sector in decades.
