According to sources, the Federal government in Canada is pushing the Canada Infrastructure Bank (CIB) to back ViaRail high-frequency rail project. From October 2017 to October 2018 financial department met with the agency eight times regarding the project. The ViaRail high-frequency rail project includes the development of new network of dedicated passenger-rail lines in Ontario and Quebec. Currently, ViaRail is running trains on borrowed tracks.

Transport Canada has not come on a conclusion regarding the review process of the project with financing agency. Financing agency CIB is considering various PPP (Public-Private partnership) procurements, such as design- built concession and financing, operating and maintenance agreements.
