CDOT rejects unsolicited proposal for toll lanes

The Colorado Department of Transportation (CDOT) has rejected an unsolicited proposal that sought to accelerate the construction of toll-free express lanes on Interstate 25 in order to close an approximately 23-mile gap north of the suburbs of Denver, Colorado, USA.

A group named I-25 Now, managed by Roadis USA, a branch of a Spanish toll-road operator, presented the Colorado Department of Transportation with their concept for a public-private collaboration in early 2021. CDOT has had difficulty raising the hundreds of millions of dollars required to finish the remaining parts. The Roadis team claimed it could complete them and do so substantially more quickly.

An early conceptual presentation by the I-25 Now team suggested an approximately US$1 billion project with an initial expenditure of US$350-500 million. However, CDOT officials have openly shown reluctance to accept the Roadis plan, stating that they are looking into alternative funding sources for the remaining parts.
