US Department of Navy has prepared a Draft Environmental Impact Statement (Draft EIS) for the Naval Information Warfare System Command's (NAVWAR) facilities revitalization. The redevelopment will be carried out on a 70.5 acre Naval Base located at Loma Old Town Campus (OTC) in San Diego, California. Private developers will be responsible for the replacement of hangars along Interstate 5 with new facilities, homes, office space for large companies, two hotels, community shops, and a transit center.

The Draft EIS evaluates the potential environmental effects associated with the modernization of OTC to support NAVWAR’s current and future operational readiness. In addition to the No Action Alternative, the following five action options are analyzed in the EIS:

  • Alternative 1 – NAVWAR-Only Redevelopment
  • Alternative 2 – Public-Private Redevelopment–NAVWAR and Higher Density Mixed-Use
  • Alternative 3 – Public-Private Redevelopment–NAVWAR and Lower Density Mixed-Use
  • Alternative 4 – Public-Private Redevelopment–NAVWAR and Higher Density Mixed Use with a Transit Center (Preferred Alternative)
  • Alternative 5 – Public-Private Redevelopment–NAVWAR and Lower Density Mixed Use with a Transit Center

The 60-day public comment period begins on May 14 and ends on July 13, 2021.
