EOI invited for Anillo Vial Periférico (AVP) Peripheral Ring Road project in Peru

PROINVERSIÓN and the Ministry of Transportation and Communications (MTC) have invited Expression of Interest (EOI) for the concession of the Anillo Vial Periférico (AVP) Peripheral Ring Road project that will link Lima and Callao in Peru.

The proposal, requiring an estimated investment of US$2,380 million, has been put forth by the Anillo Vial Periférico Consortium, comprising Cintra Global SE and Cintra Infrastructures SE (both part of the Ferrovial Group). The concessionaire will oversee the design, financing, construction, operation, and maintenance of a 34.8 km highway traversing 11 districts in Metropolitan Lima and one district in Callao. The highway will be divided into three sections:

  • Section 1 (8.7 km) stretches from the Ovalo 200 miles (Callao) to the Panamericana Norte (near the Ovalo del Naranjal);
  • Section 2 (15.1 km) extends from Panamericana Norte to Av. Ramiro Prialé; and
  • Section 3 (11 km) runs from Av. Ramiro Prialé to Av. Circunvalación (before reaching Av. Rosa Toro).

This project aims to provide access to national highways connecting to or from Lima (Panamericana Norte, Panamericana Sur, and the Central Highway) and integrate with the local road network, ultimately enhancing vehicular circulation in Lima. Additional project features encompass the following:

  • The standard cross-section will incorporate three lanes in each direction on the primary expressway. Complementary toll-free lanes will be accessible in both directions, facilitating connectivity with the existing urban network.
  • The designated design speed is set at 80 km/h, except the Canta Callao-Naranjal curve, where it will be 70 km/h.
  • A key aspect of the construction involves two double tunnels, each approximately 2 km in length, situated in Section 2.
  • The project encompasses eleven viaducts, sixteen underpasses, eighteen overpasses, and eleven intersections.
  • Advanced technologies, including Design Information Management (BIM - Building Information Modeling), Asset Management System (SGA), and real-time control and capture systems (ITS - Intelligent Transport Systems), will be implemented for efficient operation, maintenance, and monitoring.

The project is anticipated to be awarded to the proponent, with this potential outcome expected by the conclusion of Q1 of 2024. The concession's duration will span 30 years from the signing of the concession contract (Closing Date) or until the predetermined present value of toll revenues (VPIP), as stipulated in the concession agreement, is attained.
