Perth & Kinross Council has initiated the development and operation of electric vehicle charging infrastructure in partnership with Angus Council across the Tayside region of Scotland.
Perth & Kinross Council intends to appoint a suitably qualified and experienced supplier to enter into a service contract for the operation, maintenance, and delivery of electric vehicle charging infrastructure under the Electric Vehicle Infrastructure Fund (EVIF). Acting as the lead authority, Perth & Kinross Council will manage the contract on behalf of both itself and Angus Council. The EVIF, introduced by Transport Scotland, aims to attract private sector investment to expand the existing EV charging network, particularly in areas where commercial viability may be limited. Through this collaboration, Perth & Kinross Council and Angus Council seek to develop a fair, accessible, and forward-looking EV charging infrastructure network that effectively serves residents, workers, and visitors across the region.
Perth & Kinross Council, acting as the lead authority, will carry out a joint open procurement process to appoint a supplier under a concession contract. The appointed supplier will be responsible for transferring and upgrading the existing network of 135 EV charging units currently operated by ChargePlace Scotland to their own back-office system, as well as designing, installing, and commissioning an additional 183 charging units at proposed locations, funded through a mix of EVIF support and private sector investment. The supplier will also oversee the operation and maintenance of the entire network in line with council-defined key performance indicators, while contributing to the strategic goals outlined in Transport Scotland’s vision for EV charging infrastructure. The project aims to deliver a well-planned, comprehensive, and user-focused public charging network.
The rollout of the expanded network will prioritise accessibility, ensuring that residents without off-street parking—across both urban and rural areas—can conveniently access charging through nearby hubs, on-street solutions, or public car park facilities. To support this initiative, the councils have secured an EVIF grant of £1,987,678 (US$2.7 million) from Transport Scotland, complemented by an estimated £700,000 (US$0.94 million) in private sector investment required to deliver the new infrastructure.
