The PPP Agency signed a contract with KPMG-Ukraine as the retained consultant for the preliminary feasibility study of the M-15 Odesa–Reni highway modernisation project under the Ukrainian Government PPF framework in Kyiv, Ukraine.
The Ukraine Government Project Preparation Facility (PPF) is a mechanism operated under the State Organization Agency on Support of Public-Private Partnership (PPP Agency). It is financed through the PREPARE Ukraine programme — a five-year, $200 million initiative launched under an agreement between the Government of Ukraine and the World Bank during the Ukraine Recovery Conference 2025. The PPF was designed to support Ukraine's recovery and reconstruction by financing technical assistance for the preparation of priority infrastructure investment projects.
The public investment project in question is the "Development of the Public Highway of National Importance M-15 Odesa–Reni (toward Bucharest)." It is the second pilot project to begin preparation under the Ukrainian Government PPF. The project envisions the comprehensive modernisation, reconstruction, and new construction of approximately 300 km of highway infrastructure in southern Ukraine, covering dozens of bridges, overpasses, bypasses, and logistics nodes. A particularly significant element under consideration is the construction of a new bridge crossing over the Danube River on the Ukraine–Romania border, which would replace the existing Orlivka–Isaccea ferry crossing. The M-15 highway is part of the European route E87 and serves as a critical transport corridor linking the southern Odesa region with the Danube ports and international border crossings toward Romania and beyond. It plays a vital role in Ukrainian grain logistics, export operations via Danube ports, and the country's broader integration into the EU transport network. Modernising this corridor is considered strategically important for Ukraine's security, economy, and European integration.
The project was initiated by the Service for Infrastructure Restoration and Development in Odesa Region, in cooperation with the State Agency for Restoration and Infrastructure Development of Ukraine — the latter being the contracting authority and central executive body responsible for project implementation. The project preparation has been structured in two stages. Stage 1 — already completed by the PPP Agency together with its Technical Support Contractor, Ernst & Young LLC — covered data collection, traffic demand analysis, and a strategic alternatives analysis for the M-15 corridor. Stage 2, now underway, involves the preparation of a comprehensive preliminary feasibility study in line with international practices, procured under World Bank Procurement Regulations.
