Five bids received for Alabama prison P3 project

The State of Alabama through the Alabama Department of Corrections (ADOC) has received at least five official bids from interested developers for the improvement of the state's prison system.

The five developers who have formally expressed interest are: CoreCivic, Corrections Consultants LLC, Plenary, Provident Resources Group and Star America.

The works include replacement of prison facilities that pose the greatest risk to public safety and inhibit the development of programs for inmate rehabilitation. The plans of ADOC would allow enhanced security through updated structures and the implementation of current technology resources.

The developers are expected to provide all scope – including land, utilities and furniture, fixtures and equipment – for the three build-to-suit prisons to be leased to the ADOC.

The facility would also enable an improvement in medical and mental health services by consolidating more than a dozen men’s prisons into just three large prisons, one of which will have additional space for centralized health and mental health care facilities for special needs populations. Each of the new facilities will include space for educational and vocational training programs.

The request for expression of interest was initially posted on March 27.

The state is to issue a request for qualifications later this year.
