In a ceremony held in Karditsa and Farsala, Greece signed the first two irrigation Public-Private Partnership (PPP) projects: the Tavropos irrigation network in Karditsa and the Ypereia Larissa – Orfana Karditsa network, under the comprehensive "Hydor 2.0" initiative, backed by the Recovery and Resilience Fund (RRF).
The project's concern:
TOEB Tavropos Irrigation Network (Karditsa): €131 million (US$152 million)(excl. VAT) for the design, construction, financing, maintenance, and operation of an underground closed irrigation network serving 115,000 stremmas.
Ypereia–Orfana Irrigation Network (Larissa–Karditsa): €79 million (US$92 million)(excl. VAT) for a system utilizing existing boreholes to irrigate 67,800 stremmas across multiple agricultural zones near the Enipeas River.
Both projects are PPPs with substantial funding from the RRF. The “Hydor 2.0” program includes a total of five strategic irrigation projects across Greece, also involving:
A dam in Messinia
Water infrastructure in Lassithi, Crete
A water transfer system from the Nestos River to Xanthi
Finally, a government delegation is planned to visit Thessaly in late September 2025 to assess ongoing reconstruction efforts, progress on compensation, and water management challenges in the region.
