Market consultation for US$970m road PPP project in Norway

The Norwegian Public Roads Administration in Norway has announced a market dialog for the E10 and r85 Tjeldsund-Gullesfjordbotn-Langvassbukt (Hålogalandsvegen) road PPP project.

The project encompasses a 82 km stretch over 55 km of two-lane road and 27 km of tunnels. The project cost is estimated at NOK 8.9 billion (USD 970 million).

The project is situated in Central Hålogaland and stretches across two counties and seven municipalities. The purpose of the project is to improve mobility and reduce travel time on the E10/Rv 85/Rv 83 between the towns of Sortland, Harstad and Evenes in Northern Norway. The scope of works includes the development of 34 km road on existing road alignment, 28 km new tunnels and 18 km road on a new alignment.

The Norwegian Public Roads Administration is in the planning phase for competition for the PPP contract. The authority is currently preparing the project's tender documents. In connection with these preparations, the Administration wants to get input from the market on the requirements and premises for the competition/contract. The Norwegian Public Roads Administration, therefore, wishes to hold meetings with suppliers who may be interested in, or wish to participate in, the competition. The meetings will be held until March 1, 2020. After that, the tender documents will be written.

The estimated date for the publication of the tender document is September 1, 2020, and the deadline to participate is estimated as December 1, 2020.

The prior information notice for the market dialog is published here.
