Market Consultation launched for Irish metro project

Transport for Ireland (TII) has issued a notice seeking preliminary market consultation relating to the procurement of design, construction, delivery, maintenance and operations of Dublin Metrolink project.

The Metrolink project involves the development of 26km urban railway connecting Swords and Sandyford, running north-south through Dublin city centre via Dublin airport. The system will have 25 stations, 15 of which will be newly constructed. The Metrolink will link Dublin Airport, Irish Rail, DART, Dublin Bus and Luas services, creating fully integrated public transport in the Greater Dublin Area. MetroLink will carry up to 50 million passengers annually.

Metrolink will provide a high speed, high capacity, high frequency, modern and efficient public transport service for people traveling along the swords/airport to city centre corridor in Dublin and will include design services and delivery works such as:

  • underground tunnelling, stations, portals, ventilation/intervention shafts and associated works;
  • at-grade, retained-cut, cut and cover and elevated track, stations and associated works;
  • depot, stabling, operations control centre and park and ride facilities; rolling stock, platform screen doors, signalling and associated works
  • including a public-private partnership with operations below;
  • delivery, operations and maintenance management of all of the above for a period in the range, approximately, of 15 to 25 years from the operations commencement date.

The purpose of the market consultation is to share with the market TII and National Transport Authority´s maturing approach to the procurement strategy for MetroLink; and Provide market participants and other interested parties with an opportunity to inform the finalisation of the MetroLink procurement strategy.

The estimated date of publication of contract notice is September 30, 2020.
