New York awards concession contract for Penn Station Access PPP

Metropolitan Transportation Authority (MTA) in New York, USA has selected a joint venture between Halmar International and RailWorks for Penn Station Access concession. The concession involves connection between Penn Station and Metro-North's New Haven rail line, which will drastically reduce commute times to the Bronx, Westchester, and Connecticut.

The joint venture will be responsible for design and construction of following works :

  • Four new ADA-accessible stations at Hunts Point, Morris Park, Co-op City, and Parkchester/Van Nest
  • 19 miles of new and rehabilitated track along Amtrak’s Hell Gate Line 
  • Four rehabilitated bridges 
  • Upgraded signal and communication systems 
  • Enhanced stormwater management
  • Improved train yard at New Rochelle

The estimated investment value for the project is US$2.87 billion. The project is scheduled to be operational in 2027.
