Oregon approves P3 scheme for wastewater project in Lake Oswego

The City Council of Lake Oswego in Oregon has approved the development plan for the wastewater project under the Public-Private Partnership (P3/ PPP) scheme. 

Under the P3 scheme, the Council will explore for the private partner that will design, build, finance, operate and maintain a new wastewater treatment plant that will be located in the Foothills area, an alternative to upgrading the current Tryon Creek Wastewater Treatment Plant through the City's partnership with the City of Portland.

The Tryon Creek Wastewater Treatment Plant is currently owned by the City of Portland. The City Council of Lake Oswego has expressed willingness to enter into an agreement to Portland authorities give bidders certainty should the P3 scheme is awarded. 

In June 2019, the City Council has launched a Request for Proposals (RFP) for three teams: EPCOR, Foothills Water, LLC, and NW Natural, to provide consultancy services for the Council. With the latest development, the City Council has authorized the release of US$450,000 for the consultancy services.
