Peabody Invites JV Partners for US$184 million Final-Phase Regeneration of Wornington Green Estate

Peabody has sought a development partner to deliver the final phase (Phase 3) of Wornington Green's estate regeneration, via a Joint Venture (JV) structure. The site is owned by Peabody and has potential for up to 370 homes plus re-provision of community facilities and a park. The site is located in the Royal Borough of Kensington & Chelsea, along Portobello Road, and has excellent transport links and good access to local amenities. The entire estate extends across 13.8 acres, with Phase 3 occupying 3.85 acres.

The site holds an approved Hybrid Consent covering the full masterplan, with the initial permissions granted in 2010 and amended in 2014. This consent allows for up to 1,000 new homes, significant non-residential floorspace, and the replacement of community facilities and open spaces. Phase 3 remains at the outline stage and is expected to deliver approximately 368–370 homes. The appointed development partner will work alongside Peabody to refine and optimise the current consent to support deliverability, ensure the housing mix responds to need, enhance commercial outcomes, and meet the requirements of the Building Safety Act.

Athlone Gardens, the new central park for the development, is being created in four phases, with the final section scheduled to be delivered as part of Phase 3. The Joint Venture is expected to be structured as a 50/50 partnership between Peabody and the selected developer, with equal governance, funding responsibilities, and participation in returns.
