Philippines' local government invites proposals for waste PPP

The Quezon City Local Government in the Philippines has launched the Swiss/Competitive Challenge for its Integrated Solid Waste Management Facility Project. In March 2017, the City Government granted Original Proponent Status to Metro Pacific Investments Corporation, Covanta Energy LLC, and Macquarie Capital Limited for its unsolicited proposal of the project. On 12 October 2018, the City Government and the Original Proponent signed a Joint Certification of Successful Negotiation.

The project involves the design, financing, construction, operation, and maintenance of Biodegradable Source Separated Waste Treatment and Residual Combustible Waste Treatment technologies capable of processing up to 3,000 metric tons of MSW per day and generating 36 MWe (Net).

The City Government is inviting local and international entities to submit comparative proposals for the design, financing, construction, operation and maintenance of the Project. The Project will be awarded through Competitive Challenge pursuant to a three-stage evaluation process (Stage 1 - Qualification Documents; Stage 2- Technical Proposal; Stage 3 - Financial Proposal) in accordance with the Instructions to Challengers, and the local ordinances.
