Procurement delivery approach chosen for Roberts Bank Terminal 2 PPP project in Vancouver

The Vancouver Fraser Port Authority has chosen a two-phased procurement approach for the Roberts Bank Terminal 2 PPP project in Vancouver. The decision was made because the project will require a large team to build the land and the terminal, as well as an organization to operate the terminal once it is built.

Details of the procurement delivery approach:

First, a contractor will be selected through a design-build (DB) approach to build the new landmass and wharf needed for the project
Then, approximately three years prior to the anticipated start of terminal operations, the terminal operator will be selected through a terminal concession (TC) approach

Over the coming months, the authority plans to engage with the procurement market to gather additional feedback on project risks and high-level commercial terms. The port authority plans to issue an RFQ for a design-build contractor in the months following the government decision, which is anticipated in late-2020. This schedule also depends on environmental and regulatory permitting. The RFQ is expected to be released in the first half of 2021.
