The Government of the Hashemite Kingdom of Jordan (GoHKJ) has launched a Public-Private Partnership (PPP) initiative to finance, procure and operate buses for the Amman and Amman-Zarqa integrated BRT system in Amman, Zarqa, Jordan.
The Ministry of Investment of Jordan invites stakeholders, industry players, and prospective bidders to join a Public Information Session focused on the Amman and Amman–Zarqa Integrated BRT (Bus Rapid Transit) PPP (public-private partnership) project. The session will cover the project’s purpose, structure, legal framework, the role of transaction advisors, the scope of the vehicle operator contract, and the criteria for qualification. It will also present the project timeline and next steps. The event is scheduled for Monday, October 13, 2025, from 10:30 to 11:30 a.m. (Amman time, GMT+3) and will be held virtually.
The Government of the Hashemite Kingdom of Jordan (GoHKJ), through the Ministry of Investment (MoIn) and the Greater Amman Municipality (GAM), plans to implement an international-standard Public-Private Partnership (PPP) to deliver, operate, and maintain bus operator services for the Amman and Amman–Zarqa BRT networks. The project involves a 12-year contract, including a 9-month development phase followed by 12 years of operation. It covers the procurement and supply of 250 buses—comprising 96 articulated 18-meter buses and 154 standard 12-meter buses—that will serve 9 routes within Amman and 5 routes connecting Amman and Zarqa. The project will be financed privately, with a payment structure based on performance measured per kilometer operated.
The project’s advisory team includes RebelGroup International B.V. as the lead transaction and financial advisor, SETS and BRT Planning International as the technical advisors, and Khalifeh & Partners as the legal advisor. According to the current schedule, the deadline for submitting the Request for Qualification (RFQ) is November 6, 2025.
