Infrastructure Ontario (IO), in partnership with Runnymede Healthcare Centre, has announced an upcoming combined Request for Qualifications (RFQ) to prequalify teams for the delivery of the Runnymede Healthcare Centre Post-Traumatic Stress Injury (PTSI) Centre of Excellence project, comprising two purpose-built facilities in Toronto and the Region of Peel, Ontario.

Together, the facilities will establish Canada’s first dedicated treatment centre for first responders (fire, police, EMS, and corrections) and frontline healthcare workers (nurses and physicians) experiencing post-traumatic stress injury, offering a full continuum of care from prevention and assessment to treatment and return-to-work support.

• Caledon Recovery Centre: A purpose-built residential facility set within a natural, forested environment in the Region of Peel, designed to accommodate approximately 40 beds and provide intensive, recovery-focused programming integrating therapy, wellness, and outdoor activities.
• Station N◦. 3434 (Toronto): A five-storey urban facility serving as the primary hub for clinical programs and services, including individual, group, and family therapy, concurrent mental health and addiction care, peer support, and virtual care.

Both facilities are being delivered using a Design-Bid-Build (DBB) model, with design work being advanced by Runnymede Healthcare Centre’s architect and engineering teams. The upcoming RFQ will focus on prequalifying contractors to deliver the projects based on these completed designs.

The upcoming RFQ will seek to prequalify qualified teams for the construction of two purpose-built facilities: Station N°. 3434 in Toronto and the Caledon Recovery Centre in the Region of Peel. Issuing this advance notice is intended to encourage broad industry participation by giving prospective bidders additional time to prepare their submissions, form partnerships, strengthen capacity, and develop competitive teams, particularly benefiting smaller and emerging contractors. As the first stage of the procurement process, the combined RFQ will allow applicants to express interest in either or both projects. Submissions will be assessed based on relevant construction experience and financial capacity, with shortlisted teams progressing to the subsequent stages of procurement.
