RFP seeking financial advisor for transportation projects in California

California Department of Transportation (Caltrans) in the USA has issued a request for proposal (RFP) seeking a financial adviser to evaluate and recommend various financing alternatives for transportation projects. The adviser will provide specialized financial services to the Department on issues relating, but not limited to, transportation bond and loan projects such as GARVEE bonds and TIFIA loans, Public-Private Partnerships (P3), Public-Public Partnerships projects, tolling projects to ensure the successful implementation of these programs.

The scope of works for the consultant is as follows:

  • develop, evaluate, and recommend various financing alternatives to advance transportation projects as directed by the Department
  • Written assessments of feasibility, risk, credit, and fiscal policy implications of each financing alternative being considered
  • Informing the Department in writings, or by other agreed-upon means, of current and historical finance trends and issues
  • Providing information on other major national, state, and local transportation financing issues and make recommendations
  • Providing timely consultation, when requested, including meeting with and making presentations to other involved entities, both through teleconferencing and face-to-face meetings
