RFP stage closed for Highway 3 expansion in Ontario

Infrastructure Ontario (IO) has announced that the request for proposals (RFP) stage has closed for the Highway 3 Widening Project – Essex to Leamington, Ontario, Canada.

The project involves the design build finance, specifically widening the 15.6 km of highway from two lanes to four from the Town of Essex to the Town of Leamington (1.2 km east of Arner Townline (Essex Road 23) easterly to 1.1 km east of Union Avenue (Essex Road 34).

Three teams were prequalified and asked to reply to an RFP in December 2021 after a fair, open, and transparent Request for Qualifications (RFQ) procedure. Erie Shores Infrastructure Partners and GIP Paving Inc. (previously Coco Paving Inc.), two of the three teams, have sent in bids before the deadline.

Submissions will be assessed over the next months, and the results should be made public in the spring of 2023. The entire procurement procedure is being watched over by a fairness monitor.
