The Government of São Paulo, through the State Secretariat for Investment Partnerships (SPI), has published the bid notice for the administrative concession of six urban parks in the capital. The initiative is part of the Investment Partnerships Program of the State of São Paulo (PPI-SP) and aims to improve the management, operation, maintenance and infrastructure of these public spaces. The auction, in the form of an international competitive bidding process, is scheduled for July 7, 2026, at B3 (São Paulo Stock Exchange).
The parks included in the project are currently managed by the Directorate for Parks and Partnerships of the Secretariat for Environment, Infrastructure and Logistics (SEMIL). The project includes Parque da Juventude Dom Paulo Evaristo Arns, Parque Estadual do Belém Manoel Pitta, Parque Ecológico do Tietê – Engenheiro Goulart Unit, Parque Vila Jacuí, Parque Maria Cristina Hellmeister de Abreu and Parque Itaim Biacica. In 2025, these spaces received approximately seven million visitors.
Key improvements include modernizing current infrastructure, enlarging recreational spaces, adding new sports facilities, and introducing services aimed at enhancing user well-being.
The project involves a 30-year concession agreement, with total investments expected to exceed R$150.4 million (US$30 million), including R$64.1 million (US$12.8 million) allocated in the first four years. The concessionaire must meet specified performance targets and contractual indicators. The parks will continue to be open to the public free of charge.
The bidding documents (bid notice, contract and annexes) will be available for consultation on the SPI website, https://www.parceriaseminvestimentos.sp.gov.br/sec-parcerias-investimentos/projetos/projetos-qualificados/gestao-parques-urbanos, and in the project’s Data Room, starting on April 2, 2026.
