Shortlist for Irish Housing PPP

Ireland’s National Development Finance Agency (NDFA), on behalf of the Department of Housing, Planning, Community and Local Government, has shortlisted three teams for the first social housing bundle PPP.

A Contract Notice was published on 12th May 2017 and expressions of interest were submitted by five candidates. Following evaluation of these submissions the following candidates have been shortlisted to tender:

    • Tenancy Management: Circle Voluntary Housing Association

    • ​Equity provider: Macquarie Corporate Holdings PTY Ltd.
    • Construction contractor: Sisk
    • Facilities Management: Choice Housing
    • Tenancy Management: Oaklee Housing
  • Torc Housing Partnership
    • Equity provider: Kajima Partnerships Ltd., Equitix Ltd., JJ Rhatigan & Co., Obrascon Huarte Lain (OHL) S.A, Tuath Housing Association
    • Construction contractor: JJ Rhatigan & Co., Obrascon Huarte Lain (OHL) S.A
    • Facilities Management: ISS Facility Services Ltd., Tuath Housing Association
    • Tenancy Management: Tuath Housing Association

The shortlisted bidders will be sent an Invitation to Tender/Negotiate (ITN) soon.

Carrillion and the consortium formed by Aberdeen Asset Management, Cubic3, Collen Construction and Stewart Construction were the other candidates that have not been shortlisted.

The first bundle involves the DBFOM of six housing developments and between 525 and 560 housing units built across councils in DublinLouthWicklow and Kildare.

The 2nd phase of the Government’s current PPP program, announced by the Minister for Public Expenditure and Reform, Brendan Howlin T.D in Budget 2015, envisages a program to invest €300 million (US$321.6 million) in social housing and is expected to comprise:

  • development of up to 1,500 housing units as a number of ‘bundles’ of sites;
  • provision of services to the developments over a 25 year period following construction that will include the maintenance and upkeep of the housing; and

The overall program is being delivered in three bundles. Each bundle is being developed over a number of sites, spread across different local authorities.
