Tender issued for USD160 million water supply PPP project in India

Jharkhand Urban Infrastructure Development Co in India and Asian Development Bank (ADB) have launched a tender seeking strategic consultant for water supply infrastructure in towns of Ranchi, Hussainabad, Jhumri Telaiya, and Medininagar. The works include development of four water treatment plants with a combined capacity to treat 275 million liters per day and 940 kilometers of the water distribution network to provide continuous water supply to about 115,000 households.

The strategic consultant will provide following services for the project :

  • Conducting technical and condition assessment of all the water supply assets (including intake systems, pumping house, water treatment plants, overhead/ground level reservoirs)
  • Assess from the records of ULBs the water supply network assessment and conduct the aging analysis
  • Assess existing contract structures, technical challenges/issues, source sustainability analysis, etc., and provide suitable strategy with mitigation measures for each ULB with sustainable delivery of water to end-consumer
  • Prepare broad estimate for rehabilitation required
  • Prepare strategy for creation of sustainable models including public-private partnership (PPP)
  • Analyze various revenues models and mechanisms for long term financial sustainability of water supply assets
  • Formulate and submit to UDHD user charge policies
  • Support in preparation of related procurement documents, agreements, and assistance in entire bid process management
