Türkiye Invites Bids for İstanbul North Rail Crossing Infrastructure and Electrification Works

The Ministry of Transport and Infrastructure of Türkiye, through the Directorate General of Infrastructure Investments (AYGM), is seeking proposals for the design and construction of infrastructure and superstructure works, including electrification, for the İstanbul North Rail Crossing Project. The project will develop a 127 km greenfield, double-track and electrified railway bypassing the Istanbul metropolitan area and providing a high-capacity rail connection across the Istanbul Strait (Bosphorus). The line will run from Çayırova station on the Asian side to Çatalca station on the European side, crossing the strait via the existing railway track space on the Yavuz Sultan Selim Bridge. The procurement package is divided into four lots, covering a combined 122.3 km of double-track main line and 4.7 km of single-track connections. The works include five twin-tube TBM tunnels totaling 36.2 km, 22 NATM tunnels totaling 23.3 km, 17 cut-and-cover tunnels totaling 3.7 km, two viaducts and 40 bridges totaling 22.1 km, as well as stations and associated infrastructure. Telecommunication and signalling works will be procured separately. 

Four lots

  • Lot 1: Çayırova – Sabiha Gökçen Airport – Kurtdoğmuş, 28.49 km
  • Lot 2: Kurtdoğmuş – Alibahadır, 25.76 km
  • Lot 3: Alibahadır – YSS Bridge – Mithatpaşa, 32.14 km
  • Lot 4: Mithatpaşa – Istanbul Airport – Çatalca, 39.49 km

The project is jointly financed by the World Bank, Asian Infrastructure Investment Bank, Asian Development Bank, European Bank for Reconstruction and Development, Islamic Development Bank and OPEC Fund for International Development. The procurement will use International Competitive Procurement under a Single-Stage, Two-Envelope RFP procedure. Proposals are due by 14 October 2026 at 14:30 Ankara time, with technical proposals scheduled to be opened 15 minutes later.
