Welsh Water Launches US$901 million Cwm Taf Scheme Market Engagement for Major Water Infrastructure Upgrade

Dŵr Cymru Cyfyngedig (Welsh Water), the largest water and sewerage utility in Wales, has issued a Preliminary Market Engagement Notice to solicit input from experienced parties for its proposed Cwm Taf Scheme, which combines the construction of a new water treatment facility at Dan-y-Castell Farm (alongside a raw water pumping station at Pontsticill) and the upgrading of the existing Llwyn-onn water treatment works.

Welsh Water (DCC) intends to appoint a Competitively Appointed Provider (CAP) to deliver the project using a Design–Build–Finance (DBF) model. The scheme consists of two key elements: the construction of a new water treatment works on a brownfield site at Dan-y-Castell Farm, together with a raw water pumping station at Pontsticill (the Dan-y-Castell project), and the modernisation of the Llwyn-onn water treatment works (the Llwyn-onn project). In total, the Cwm Taf Scheme spans both sites, with Dan-y-Castell valued at approximately GBP362 million (ex VAT) (US$489 million) and Llwyn-onn valued at around GBP194 million (ex VAT) (US$262 million). This notice is specifically aimed at gathering market perspectives—not a request for formal bids—and invites infrastructure investors, design, construction, and engineering firms, as well as joint ventures and consortia, to participate in an initial engagement exercise by September 22, 2025. Interested parties will respond to a questionnaire that helps shape the project's legal, commercial, technical, and delivery strategies, in preparation for future procurement phases.
