Wirral Council has launched a tender seeking a Development and Funding Partner to design, finance, build, and operate a major district heat network in Birkenhead, as part of its long-term regeneration strategy. The project, valued at approximately GBP 250 million (US$340 million) (excluding VAT), aims to supply low-carbon heat to new and existing residential, commercial, and public buildings within the Birkenhead 2040 Framework area. The selected partner will establish and manage an Energy Services Company (ESCo), responsible for delivering and operating the network through to 2069, with the Council retaining a “Golden Share” to ensure strategic oversight. The procurement process follows a multi-stage Competitive Flexible Procedure, with expressions of interest due by 29 July 2025.
