Zimbabwe Reaches Financial Close on US$66.8mn Border Post PPP Project

The Government of Zimbabwe has reached financial close with the Chirundu Border Consortium for the US$66.8 million upgrade and modernisation of the Chirundu Border Post at the Zimbabwe–Zambia border, with Standard Bank of South Africa arranging the debt financing and construction now under way.

The Chirundu Border Post Upgrade and Modernisation Project is being implemented as a public-private partnership (PPP) between the Government of Zimbabwe and the Chirundu Border Consortium (CBC). The project has reached financial close, meaning the financing arrangements required to proceed with implementation have been secured. The project is located at the Chirundu border crossing between Zimbabwe and Zambia, on the North–South Corridor, an important regional trade route. The project is intended to modernise the existing border facilities and improve the movement of freight and passengers. The upgrade will address transit delays and introduce automated systems and modern infrastructure for commercial cargo and passenger vehicles. Zimbabwe's Cabinet had previously approved the PPP under a 20-year Build, Operate, Own and Transfer (BOOT) structure, under which CBC is responsible for renovating existing facilities and developing new infrastructure. 

The financing involves several financial and investment partners. Standard Bank of South Africa acted as the lead debt arranger and senior lender, with Stanbic Bank Zimbabwe also participating as a financier. Strategic Partners Group (SPG) and SAFAGA International provided equity and technical support. Following financial close, engineering, procurement and construction (EPC) contractors were mobilised, with a concrete batching plant already operational and construction machinery delivered to the site. 

The need for the project is linked to growing traffic at Chirundu. According to statistics cited from Zambia's Ministry of Information and Media, annual truck traffic increased from an estimated 40,000–50,000 trucks five years earlier to more than 67,000 by April 2026. The increase has contributed to congestion and delays at the crossing, particularly for freight moving along the North–South Corridor. The modernisation is therefore expected to improve border processing, trade facilitation and regional connectivity. Chirundu is strategically important because the corridor connects the Copperbelt and other inland markets with ports and destinations farther south, making the efficiency of the border crossing relevant to regional freight movements.
