Plenary Americas, through its partnership with Elevate Inglewood Development Company, has begun construction on the first phase of the Inglewood Transit Connector (ITC) in California.
The development will deliver three mobility hubs, a pedestrian bridge linking downtown Inglewood with the Metro K Line, and comprehensive streetscape improvements to support transport and pedestrian movement both during major events and daily. Phase 1 will be financed through competitive state and regional transportation grants, primarily from California’s Transit and Intercity Rail Capital Program (TIRCP), without relying on the city’s General Fund or introducing additional taxes. Elevate Inglewood Development Company LLC, led by Plenary Americas and working alongside construction contractor Swinerton and designer Walter P Moore, has completed the project design and will undertake its construction, financing, operation and maintenance under a single guaranteed-maximum-price agreement.
The project will establish three mobility hubs along Market Street, providing over 1,000 parking spaces alongside dedicated facilities for rideshare pick-up and drop-off, bicycles and pedicabs. The Market and Florence hub will additionally feature transit-oriented retail space and a bus plaza with ten bays. A new pedestrian bridge across Florence Avenue will directly link Downtown Inglewood to the Metro K Line. Streetscape enhancements along Market Street, Manchester Boulevard and Queen Street will include upgraded pavements, landscaping, lighting and wayfinding systems. By enabling visitors to park and transfer to public transport, the scheme aims to limit through-traffic on residential side streets while improving neighbourhood safety and reducing noise.
Construction is due to commence in November 2026 and is expected to continue until spring 2028. Most roadway works will be undertaken at night and in phased, block-by-block sections, with access to local businesses maintained throughout the construction period.
Construction will be carried out under a Community Workforce Agreement that prioritises local recruitment and apprenticeship opportunities, alongside a target of directing 20% of procurement towards small and local businesses. Once the project becomes operational, residents are expected to account for 35% of operations and maintenance labour hours, ensuring that employment opportunities extend beyond the construction phase.
Ferrovial-led consortium Top End Mobility Group has been selected by the Georgia Department of Transportation (GDOT) to finance, design, build, operate and maintain Phase 1 of the I-285 East Express Lanes project in Greater Atlanta, Georgia, USA.
