Deal Signed for Industrial City Expansion Project in Qatar

QatarEnergy has signed a Terms of Reference (ToR) agreement with Qatar's Ministry of Commerce and Industry (MoCI) to jointly develop a new medium industries area as part of the Mesaieed Industrial City expansion in Qatar. 

The strategic agreement is intended to bolster Qatar's industrial sector through the efficient allocation of natural gas, electricity, hydrocarbon feedstocks, and other national resources to eligible downstream industrial investments, while promoting value creation and sustainable industrial development. As part of the agreement, QatarEnergy and the Ministry of Commerce and Industry will establish a joint governance framework to assess and allocate hydrocarbon-based resources, natural gas, power, and other essential utilities required for downstream industrial projects. The framework is designed to enhance transparency in resource allocation, encourage high-value industrial investments, and advance Qatar's economic diversification and long-term industrial growth objectives.

A central element of the initiative is the establishment of a new medium industries zone within the Mesaieed Industrial City expansion, increasing industrial capacity for investors and strengthening Qatar's manufacturing sector. To facilitate the development, QatarEnergy has pledged to provide natural gas volumes comparable to those currently supplied to small and medium industries in Doha's Industrial Area. The agreement also calls for the creation of a joint working committee responsible for assessing and allocating resources to eligible industrial projects. The committee will work closely with major government entities and economic development agencies, including the Ministry of Finance, Qatar General Electricity and Water Corporation (KAHRAMAA), Invest Qatar, Qatar Free Zones Authority, the Ministry of Environment and Climate Change, Qatar Development Bank, and other relevant stakeholders, to ensure coordinated implementation of the initiative.

As part of the collaboration, MoCI will lead investor engagement, industrial opportunity development, and ecosystem coordination, while QatarEnergy will provide technical and commercial expertise for evaluating resource requirements and allocation.
